For rules to be useful, everyone needs to know when and when they apply. This rule makes this clear.
You must obey these rules when;
You
are in command of any craft being used for transport on water, if the
vessel is on the high seas or on navigable waters connected to the high
seas.
Except where these rules have been modified by the Government of any state.
Governments may make alterations to these rules regarding:
extra lights, shapes or sound signals for warships or vessels travelling in convoy, and vessels fishing as a fleet.
